De Noter was born in Walhem and died in Ghent. He was the son of the architect Pieter Frans, the Elder, and studied with the sculptor Jan Frans van Geel. Although he began his career as a sculptor, he turned to painting at the age of 28. He produced numerous landscapes and urban views, and was also a prolific draftsman and engraver. As a painter he often collaborated with the well-known Belgian artist Alfred Stevens (1823-1906). He taught at the Art Academy in Ghent. Condition: Corners glued to backing paper, very slight surface soil.
